When it comes to the regulation of private rented homes, you have come to the right place. As our name suggests, we are experts in property licensing and the regulation of private rented homes. We know a lot about Houses in Multiple Occupation (HMOs), housing standards and the housing health and safety rating system!

The consultancy side of our business supports landlords, letting agents, organisations and local authorities. Whilst we specialise in the London property market, we can also offer advice and assistance if you are based elsewhere in the country. Please contact us to discuss your requirements.

All consultancy support is overseen by Richard Tacagni MCIEH CEnvH BSc (Hons), Managing Director at London Property Licensing. He is a Chartered Environmental Health Practitioner with over 20 years’ experience in local government who has worked in the Midlands, the South West of England and London.

He is a leading expert in housing regulation and spent four years as Head of Housing at LACORS where he was involved in producing the LACORS’ national fire safety guidance. He was also tasked with helping all local authorities in England to implement the Housing Act 2004. More information is available here

While a lot of free information is available on the LPL website, we recognise that sometimes people need more bespoke advice and support. Outlined below are the services that we currently offer.

Telephone Advice

We provide 1-to-1 advice and support on property licensing and the regulation of private rented homes.  Whether establishing if a licence is needed, seeking advice on proposed licence conditions or advice about a housing improvement notice, we are here to help you.

There is a standard charge of £97+VAT to provide 45 minutes of telephone advice during normal office hours. As you might expect, we require payment before any advice is given. We can accept payment by BACS transfer or a telephone payment via credit or debit card.

We seek to provide a fast, responsive service scheduled for a time that is convenient for you. We can even spend a few minutes checking through a floor plan, correspondence or other relevant material before the consultation starts to make best use of the time.

After that, if you need further advice and support we can either assist you ourselves or signpost you to another company who can help you.

Licence applications, variations and temporary exemptions

Need help submitting a licence application, varying a licence or applying for a temporary exemption? We can help you!

We offer a fixed price licence application handling service and specialise in the more complex mandatory HMO and additional licensing. You can find more information here.

Training & Development

Our training and development services are going from strength to strength. We have developed unique property licensing and HMO regulation seminars to help you understand all the rules and comply with the law.
 
We have flexibility to adapt the content in response to your training and development requirements. From a two-hour briefing through to a half or full day training session, either in-house or at our office near North Greenwich tube station. Please contact us for more information.

Local housing authorities

Implementing a property licensing consultation or a new licensing scheme can be a challenging task with many legal and procedural hoops to jump through. Sometimes councils want access to ad-hoc expert advice without incurring the cost of a full time consultant. That’s where we come in.

We can help your council to avoid property licensing pit-falls whilst helping you to adopt best practice and engage more effectively with landlords and letting agents. We can even help you to devise and implement an effective enforcement plan to crack down on criminal landlords in your area.
